Unless it’s been fixed already, I think updates require a cellular connection but WiFi should be sufficient.
Updates at the moment require WiFi and power. They’ve not ever required a cellular connection. I didn’t have a SIM in it for the first few weeks and did several updates.
I must have misremembered. I just got an update over WiFi so I came back to delete my post 
Oh, I wanted updates over cellular is what the issue was. I don’t think WiFi should be required if we have a cellular connection for the sole purpose of this device.

If this isn’t currently implemented, I would really like it to be. If I have my R1 away from home, then I usually don’t have a WiFi connection
I agree that updates should be doable over cellular. The system already performs a validation of the download after it’s complete. I don’t see any real reason to not allow cellular.
If someone runs out of data mid download they’re in the exact same position they’d have been if WiFi disconnected mid-download, or you unplugged it from power.
