Used Claude to help get close to what I was after and write a succinct prompt to use in the rabbithole. Gonna tweak some more, but not too bad, ha.
Create a dark dystopian interface (#121212 background) with: 1) SVG noise texture (fractalNoise, baseFrequency 1.5), 2) crossed aging gradients, and 3) deep shadows. Use bright orange-red text (#FF4D06, Courier New) with random slight rotations and strong glow (text-shadow: 0 0 20px #FF4D06).
For the key ink bleeding effect: layer a radial gradient overlay (circle at 30% 30%, #FF4D06 0%, transparent 70%, mix-blend-mode: screen), inset box-shadows, and blurred pseudo-elements. Animate these with subtle scaling and opacity shifts (0.3-0.5). Add sequential text fade-ins and pulsing glows for an organic feel. Here are some more prompts Claude created with different interface styles, though I’ve not tested them all yet.

Asking to activate mouse pointer trough the gen UI it allow to select text to copy with the keyboard, ask to set in any UI

My favorite UI that I have been using for a long while now is this: “Generate a user interface resembling a Pip-Boy from the video game Fallout. Add subtle twitching and glitching effects to the animated screen.” The result is amazing (but I am biased).

The U.S. Copyright Office has established that only works with a human creative contribution can be protected by copyright. Images produced exclusively by AI, even if generated through detailed prompts, are not considered works of authorship and cannot be registered for copyright.
